Chief Minister Hemant Soren has approved the proposal for the creation of e-FIR police stations in the 22 districts of Jharkhand except for Ramgarh and Khunti districts. The proposal will now go for approval to the Council of Ministers. The basis for creation of e-FIR police stations is to provide the facility of lodging of online FIR to common citizens through a portal or mobile app and without the need to visit a police station. With the implementation of e-FIR, common people will be able to overcome unnecessary difficulties in lodging FIRs in cases of theft of vehicles, theft of various types of property, burglary, crime related to women and minors, missing cases of minors in which the accused is unknown. The facility of e-FIR will also save valuable time and resources of both citizens and police.
A person who intends to lodge an e-FIR in a case will have to log on to the ‘samadhan’ portal and submit his application with an e-sign or digital signature. Based on the complaints received from the citizens on ‘samadhan’ portal or mobile app related to vehicle theft, theft of other miscellaneous property, burglary and disappearance of minors in which the accused is unknown, the police officer will be nominated for investigation by registering a case under the relevant sections in the police station of the area in which the incident took place. The e-FIRs would also be reviewed at the level of Director General of Police. The Police station In-charge himself would have a copy of the digitally signed e-FIR and can send the details via e-mail or another digital medium to police station in-charge of the area where the incident took place, the supervisory officer of the said police station, the concerned court, the insurance company (if applicable), all PCR, Superintendent of Police, SCRB and NCRB.
The investigation of the e-FIR will be done entirely by the investigator in the electronic module. Action taken in the course of investigation and entry of case diary will also be in electronic format. Also, in cases where the e-FIR is not dealt with within 30 days of the registration of the FIR, the investigators will submit the final report to the court through the e-FIR station in-charge. If the occurrence of the offence mentioned under e-FIR is outside the boundary of the concerned district or state of Jharkhand, the suspect of the accused is known or if there is any injury in the incident of crime, e-FIR will not be facilitated under these circumstances. The operation of this system will not affect the process of filing FIRs in any other way or in FIRs of scams and research of scandals in any way.
