Rate Contract Tender Issued for 1.5 MW of Rooftop Solar Projects in Jharkhand.

The Jharkhand Renewable Energy Development Agency (JREDA) has invited bids to develop 1.5 MW of grid-connected rooftop solar system on government buildings in Jharkhand. Additionally, the tender for the rate contract has been issued including design, supply, installation, and commissioning of the solar projects. Although, the estimated cost of the project is costing approx. Rs 140 million (~$1.88 million).

The last date to submit the bid is August 4, 2021. The technical biding will take place on August 6, 2021.
The capacity of rooftop is divided into three categories:
• Category Part A includes 1 kW to 10 kW capacity
• Category Part B includes 11 kW to 100 kW capacity
• Category Part C includes over 100 kW

Bidders will have to submit an amount of Rs 208,000 (~$2,793)/100 kW of grid-connected rooftops solar systems as earnest money deposit (EMD). Although Jharkhand is free from charges for any EMD to be a part of the competitive bidding. The rich bidder will have to submit 5% of the work order value provided for their work efficiency guarantee.

The work specialization is concentrated on preparing a pre-feasibility report, designing, manufacturing, testing, supplying, installing, and commissioning grid-connected rooftop solar projects of the different capacities as divided to be installed on government buildings anywhere in Jharkhand.

Although the issued tender also added on a five-year comprehensive maintenance (O&M) contract. The rich bidders have to launch O&M centres in areas for their smooth going services. As per the tender notice, the project, along with the net meter installation should be finished within four months from the date of the letter of award issued.

To take part in the competitive bidding process, the bidders must have set up at least one grid-connected or off-grid project- with capacity of over 10 kW for category A, 50 kW for category B, and 100 kW for category C. For MSEs of Jharkhand, they should have set up at least one grid-connected or off-grid project- with  capacity of over 5 kW for category A, 10 kW for category B, and 20 kW for category C
The bidder’s minimum average turnover should be 25% of bid capacity for the last three financial years. For MSEs of Jharkhand, the bidder’s minimum average turnover should be 10% of the bid capacity for the last three financial years. Furthermore, the general bidders net worth should be at least 10% of bid capacity. Similarly, for MSEs from Jharkhand, the minimum net worth should be 5% of the bid capacity to be a part of the competitive bidding process.

The solar photovoltaic modules used in the project must not be less than 300 Watt with a productivity of 17% or more.
According to Mercom’s India Solar Tender Tracker, 32.8 MW capacity of rooftop solar systems to date have been issued by Jharkhand. Earlier, Mercom reported that JREDA had floated a tender of rate contract for design, supply, installation, and commissioning of 7 MW of grid-connected rooftop solar systems on government buildings in Jharkhand.
